HEROIC analysts flagged the People Data Labs breach in October 2019, when security researchers discovered an unprotected Elasticsearch server exposing 202,135,888 records compiled by the data enrichment company. The exposed dataset included email addresses, phone numbers, first names, and last names belonging to individuals whose information had been aggregated from public and commercial sources across the United States.

How Exposed Email and Phone Data Enables Phishing and Fraud

With 202 million email addresses paired to full names and phone numbers, attackers can launch highly targeted phishing campaigns and voice scams. This data is partcularly valuable because it is pre-verified and structured, meaning it can be imported directly into automated attack tools without additional processing. Fraudsters use this combination to impersonate legitimate contacts and trick victims into transferring money or revealing account credentials.

Why a 202 Million Record Exposure Drives Identity Theft at Scale

The scale of this breach means that a large portion of the US adult population had their contact information exposed in a single event. This data feeds identity theft operations, account takeover attacks, and financial fraud. Because the server was not owned by People Data Labs directly but by a customer, many individuals had no relationship with PDL and recieved no notification that their personal data was affected. The seperate data streams merged into one server made the exposure especially broad.

How Database Breaches Work

A database breach occured when an improperly secured server becomes accessible to anyone with the right query tools. In this case, an Elasticsearch server with no authentication allowed any internet user to search and extract the full dataset. Data enrichment companies aggregate records from many sources, so a single misconfigured server can expose data from millions of people who never directly interacted with the company responsible.
