HEROIC analysts came across the Shenyang Water Group breach while reviewing a batch of database dumps that surfaced in August 2018. The breach affected 76,264 accounts on the official Chinese municipal utility's website, which has since gone offline. Each record contained an email address and an MD5 password hash. MD5 is a hashing format that security professionals beleive should have been retired years ago, as it offers very little protection against modern cracking techniques. The data from this breach has continued to circulate on credential trading platforms long after the site went dark.

Municipal utility accounts seem low-stakes, but they carry real credentials, and most people seperate their online accounts by importance rather than by password.
